New Jersey Young Drivers Program

If you are under 21 years old or have never had a driver license, the New Jersey Motor Vehicle Commission (MVC) requires that you complete a period of supervised driving before getting a basic driver license.  As a result, the MVC’s Graduated Driver License (GDL) program introduces driving privileges in several phases.

About the Graduated Driver License Program

Special learners permit driving restrictions
  • Display a reflectorized decal on the front and rear each license plate.
  • No driving between the hours of 11:01 p.m. and 5:00 a.m.
  • You must be accompanied in the front seat by an adult driver who is at least 21 years of age and who has a valid Jersey driver license and a minimum of 3 years driving experience.
  • Parents, guardians and/or dependents are permitted as passengers.
  • Maximum of one additional passenger is permitted unless accompanied by a parent or guardian.
  • No cellular or other devices, hands-held or hands-free.
  • Seat belts required to be worn at all times.

Examination permit restrictions

  • You must be at least 17 years old.
  • Display a reflectorized decal on the front and rear each license plate.
  • No driving between the hours of 11:01 p.m. and 5:00 a.m.
  • You must be accompanied in the front seat by an adult driver who is at least 21 years of age and who has a valid Jersey driver license and a minimum of 3 years driving experience.
  • Parents, guardians and/or dependents are permitted as passengers.
  • Maximum of one additional passenger is permitted unless accompanied by a parent or guardian
  • If you are 21 years of age or older there are no passenger or hour restrictions
  • No cellular or other devices, hands-held or hands-free.
  • Seatbelts required to be worn at all times.

Probationary driver license restrictions

  • Display a reflectorized decal on the front and rear each license plate.
  • No driving between the hours of 11:01 p.m. and 5:00 a.m.
  • You must be accompanied in the front seat by an adult driver who is at least 21 years of age and who has a valid Jersey driver license and a minimum of 3 years driving experience.
  • Parents, guardians and/or dependents are permitted as passengers.
  • Maximum of one additional passenger is permitted unless accompanied by a parent or guardian.
  • No cellular or other devices, hands-held or hands-free.
  • Seat belts required to be worn at all times.

GDL Exemptions 

  • Restricted drivers are eligible for hours-related exemptions for employment or religious reasons.

Drivers must have documentation on letterhead signed by the employer, organization or religious institution setting forth the reasons for this request.  These documents should include the signature, title, address and telephone number of designated official.
